What to do with militia units in SHQ?

I tried to dump all of my militia units into my SHQ in order to reorganize them. However, I'm unable to make a new formation out of them because I don't have militia units I can use. Is there a way to either create units out of those militia troops, or get rid of them?

Creating and reinforcing Militia is entirely out of your hand. Militia Supply has to go through your network, but you get "reimbursed" for it.

You can only hope the System picks up on those extra units and makes a few new formations. Or maybe even decompiles them into Militia Manpower and Equipment.
Otherwise you have to wait for new formations to appear for other reasons, and those being send out as reinforcements.

Note that units in the SHQ can still fight if the SHQ is attacked. So it is not a complete loss.

Only if civilization score is not to high and militancy is up.

Or you have Fist high enough, there is a bonus there that spawns extra units at random.

If not, all you can do is hope Militia spawns some other way and needs reinforcements.

How can you dump militia units on the SHQ? Whenever I try to disband one, it says militia is autonomous and cannot be disbanded.
Right now I send the milita units too chewed-up to be useful to solwly die out of supply, but that doesn't feel right.

You can use the unit transfer button to transfer all of a unit's forces into the SHQ. The problem is that you can't get them back out of the SHQ, since you need to create a formation to get them out and you don't have a militia formation.
