Staff council question

Ok there are 4 sliders under this council. Discover OOB, Operationalize OOB, Occupation and Govern and Postures. I don't quite understand what Occupation/Govern does. Anyone got any advice?

It gives you cards relatin to "Occupation and Governance".
Stuff like Forced Relocation, Pillage or Supress unrest from Authority Profile

Under Reports -> Organizations you can check what the various organizations are generating with the points you give them. Looking there, it says that occupation and governance is used to create occupation card points.

Various Card Points are always used to generate Strategems.

You can look under Reports -> Overviews -> Strategem Generation Overview to see what can actually be generated. In my current game I have no strategems available for generation. So the budget goes to 1% (0% often seems to lead to weird stuff happening).

At Reports -> Help -> Strategem Encyclopdia you can check the theoretically possible strategems to be generated by the Staff Council. Unfortunately you can't separate between Postures and Occupation & Governance. So you have to know what to look for.

Supposedly (in the manual and the help) "Expel Population" doesn't have requirements and belongs to the Staff council, but it is actually generated by the Interior Council with Interior Card Points (from interior policies). All other Occupation & Governance Strategems require Autocaracy of some level, so ... if you don't go Autocracy lower the budget down to almost nothing.

It is worthwhile looking at the Strategem Generation Overview now and then to see if you actually want the stuff generated there.
