Spies vanished, unreported. 1.03b11

At end of turn13 (see screenshot, bottom half), I've introduced spied into two different zones.

At start of turn 14 (top half of screenshot), spies for only one zone are reported.
If "lost", I would expect to see a line for that zone, with two spies in the "spies start" and "spies lost" columns.

I looked into the Zones section in the strategic map, and it seems that the Pebara zone no longer exists this turn. The same visible borders previously belonging to that zone now belong to two different zone (a Minor and a Non-aligned). Not sure where the spies went though...

If you have autosave of round 13 please send it over.

I think they got lost with the Zone that dissapeared.

If the zone has a city, you take the city and that does not despawn minor that owned it:
A new zone, with a new name and 0 spies will be generated, that covers the leftover territory of that minor.
By chance it may have rolled a similar name, it happens.
