How to?

I read the rules and still don't understand how to make a design obsolete. I want to Obsolete my starting Infantry. Also if I make it obsolete that will make my units upgrade right?

Management -> Models -> Quality -> Click on Obsolete.
Obsolete will force the units to be treated as "Disallow" for all Formations and be removed from building and reinforcement lists.

No, obsoleting will not upgrade units. Upgrading has nothing to do with Obsoleting. Except maybe to gather all examples in the SHQ, to do it at one place. Upgrading is donw via upgrading.

is it possible to totally delete a model? obviously after it is obsolete and no troops are using any of it

I don't like to see rows and rows of clutter

The only upside is, that the Militia and Vassal/Protectorate Minors can building your models after they have been around 30 turns.
