Breakthrough bug?

I'm having massive success against the computer in these kinds of scenarios all over again. The computer generates breakthroughs but does not follow up with defenses along the breakthrough. It seems more like a flaw in the AI and I get to kill huge amounts of units just of starvation by encirclement (honoring my home country of Finland in the Winter War against Russia) - I'm fighting against superior tech (not revealing it bc of spoilers), so not that much success in attacking straight.
