Help section too empty

This is a big game, you need much more info in the Help section. Just figuring out what the basic councils are doing is very hard. What does a secretary do, what does an advisor do, etc.

Advisor? Handbook, point 4.4., 5.1.9.1.,

Councils: 5.6.4

Secrete is hard. It is the fallback-fallback executing leader, in case literally no other leader is avalible.

While I agree the help is lacking, at least do a text search on the Manual.
