Restricted Bases

-More specific via new thread.
-New at AE, experienced in Pacific War, Uncommon Valor, WITP, just not AE
-Guadacanal campaign; want to load 11th SeeBee at Noumea to ship to base at Lunga; but cannot select to load on ship.
-One said may be a restricted unit; Another said not to use Strategic and use Amphip TF.
-I have the 11th SeeBee in Stragegic Move (completed crating).
-The 11th does not seem restricted (R) but all of SoPac HQ is.
-Cannot select 11th to load from the TF screen.
-screen shot of 11th and Noumea. Perhaps I should add of TF I am trying to load? {but out of time]

The unit is currently restricted.
 
Me being wrong on AE game mechanics is almost as likely to occur as snow falling in hell.

Bill, the HQ the unit is assigned to is what decides the restriction or not. Click on the yellow hypertext name of the Unit's HQ in the upper left. You can change it to another HQ if you have enough Political Points.

Restricted Units CAN be airlifted to another base that is under control of the same HQ, but some of the unit's devices may be too heavy to airlift.

At some point in other scenarios you may also encounter a unit that is "Static". These cannot move at all unless the devices that make them static are destroyed and they are retreating.

Since it is the Guadalcanal scenario, there is only one HQ [SoPac] and it is restricted; I cannot move Seebees from Noumea to Lunga. I can [and have] sent Baseforce units to Lunga. Thought it would be more efficient to expand the base with some SeeBees, and there are presently three in Noumea. But apparently SeeBees being in a restricted HQare not allowed to leave in the scenario. Could take the one suggestion and air transport via Efate via PBYs but the bulldozers would be left behind. Too late now as in the test via AI as the IJN CVs are active. In turn 2 of the PBEM game, wanted to see if moving seebees was an option, apparently not.

The logic fail is all units on this side belong to a restricted HQ. Baseforces can be shipped between bases (Efate to Lunga) but SeeBees cannot.

Did you scroll the screen that lists the HQs available after you click on the unit's present HQ? You should be able to see Australia HQ and Pacific Ocean Areas. I don't recall any problem with freeing up temporarily restricted units in that scenario (except for the lack of PP).

One problem is you start with 20PPs and it takes 27 to change that unit. The other HQs will not show up since you do not have enough PPs.

Figured it out. All units with the exception of the 31st USN Baseforce in Luganville are assigned to the restricted So Pac Rear Area (R) restricted command. The 31st USN is So Pac. But random chance that is the one I successfully shipped from Luganville to Lung a. When I tried to repeat the process with one of the SeeBees in Noumea, it would never be selectable to load onto a ship as it was in a restricted HQ command.

After 4 turns I have 70 Political points (Guadalcanal scenario). It only cost 27 to reassign a Seebee from So Pac Rear Area to So Pac so I should be able to ship SeeBee(s) to Lunga to join one or more baseforces to Lunga before the IJN CVs show up. More than 20 turns into my practice game so too late in that instance.

Various people gave me broad direction, I pieced it together then confirmed via practice game. Not too late to apply to pbem game just started.
