Because starting with no Recon on anyone nearby is prefectly normal on Turn 1.

Around turn 6 or so, dont remember.
I don't think I understand the in-game meaning of negative recon value, instead of just zero.

Ya basically unless you are next to a unit or the city you have no recon on minor unless you use a spy.
