The ability of ships to leave port breaks for various reasons

There are many situation in which the game will not allow ships to leave port who should be allowed to do so.

Often this happens because ships which are out of supply enter port. Following that, ones which were already there are not allowed to leave even if only they are selected.

On my latest turn. A ship that was out of supply entered Belfast and unloaded the air unit it had been carrying. That left two vessels in Belfast. Both of them are fully supplied but neither is allowed to leave port.

This happens very often and is both broken and frustrating.

Not that it should make any difference to a cruiser or a sub leaving Belfast (not together of course since that is not allowed), but it is May and the weather is good.

The issue is that naval units are managed as a stack, not individually. So if you move a unit out of supply with a group in supply that hasn't moved yet, they all "inherit" the moving units remaining operation points.

And I agree it is frustrating. It has ruined many planned moves for me and I end up with stuck units.

I hope a future release tracks the remaining operation points individually.
