Artefact extraction

Just reading through the manual, only on page 40 out of 350, and I plan to read this thing at least twice [:(]

Question, so, on page 40 it says you can extract Artefacts by constructing a scavenging asset or a recycling asset.

Why do I get two options? How do I know which one to pick and for what?

The scavenging asset its the same as recycling asset, the first one its part of the private industry and the second one its of the public industry, therefore, you actually don't have a choice unless you want to wait until the private sector decides to exploit that hex.
