Head of disbanded crime org establishes new faction in my regime?? 1.04

The head of a crime organization, that has been disbanded many turns ago (due to my actions against it), is now establishing a new faction as part of my own regime? That makes no sense...

Based on the above, I have another guess - since the head of a crime org can establish a faction and has an assigned seniority rank, is it possible that the head of crime org and/or head or corporation are included in the count of leaders that determines the "ideal" number of factions in a regime, despite not being part of my regime at all?

The hanging comma in his title -- and the same with others outside player control is what makes my eyes twitch.

You still should be able to strategems against him like assassinate.

Now the head of a Corporation (that is active) decided to join the party and establish a faction of her own as well:

Definitely not working as it should. Confirmed and will be fixed v104-beta2. I wanted to add this in a future expansion, like third party leaders not in your direct control, anyway it shouldn't hurt your game, its just weird
