[1.04b1] Mystery of the Capability Class

I think I have a fair handle on most things in the game. However, Capability Class (CAP) remains a mystery to me.

I believe that CAP influences the generation of the leader's statistics and the starting experience. I assume CAP is the first leader value determined in character generation. Other generated values are influenced by the CAP value.

However, I do not understand, what if any changes the CAP makes to the leader's progress once created.

Per the image, from my perspective, this character appears to have acceptable levels of INT, WAR, and CHA. Ambition and Corruption need to be monitored. My only guides, however, are past experiences with other leaders.

For reference, Game Build v 1.04-beta1; Scenario Build v1.04-beta1; Last Game Build used 104-beta1; Scenario Version Number #41.

I am running a Win 10 Pro 64bit, Intel i7-1065G7, 16GB RAM. It is a Surface Pro 7, connected to 2560x1600 display monitor via USB-C. That's Intel Iris Plus integrated graphics.

What are the minimum and maximum values of leader's stats? Does the generation system use a normal distribution?

Are INT, WAR, and CHA weighted?

I dont think that cap level actually determines the main stats (int/war/cha etc), just the experience. The stats (not skills) can be pretty high even for cap I leaders (example).

One other thing to be aware of, from the manual:
Tech Level - provides a Technical Skill Family increase for newly recruited Leaders
Admin Level - provides a Command Skill Family increase for new Leaders
Civ Level - provides an Interpersonal Skill Family increase for new Leaders

Higher CAP implies higher experience at character generation. Otherwise, as experience increases, CAP should increase. I have never seen the CAP of a leader change.

I have not seen this documented. If true, it should absolutely be in the tooltip as well as any other hidden consequences.

CAP is highlighted throughout the interface as an important character variable and indicator of a leader's value. However, the standard is not documented.

Such units of measure establish a definite magnitude of a quantity. It is a standard for measurement of the same kind of quantity--in this case to compare leaders. Without the standard, the quantity becomes ambiguous.

The fact that 10 meters is a standard of length is unambiguous.

The idea that III capability class is a standard of usefulness is ambiguous.

This is typical problem of naively trying to assign a quantitative measure to qualitative data. It must be well defined to make any sense.

this Leader will be. And most importantly its Class is also a modifier for XP
Points gained through Skill Rolls. Level I gets no bonus on XP growth, but
Level II gets +30%, Level III +70%, Level IV +120% and Level V +180%.

I've seen some Cap 5 people with stats around same level as Cap 3 people and then I've seen extremely high stats on Cap 5 and never seen anything like that on lower Cap people
I guess that Cap has some influence on stats but there appears to be quite a lot of wiggle room.

The experience is the big thing that Capacity determines as the manual states.
