[1.04b3] Starting location with farm asset but zero water stock or income (no rainfall, no ice mine)

The starting city is generated with no stocks of water and no existing ice mine (although with a water deposit which *can* be mined) in an area with no local rainfall - so the existing agri-dome is basically non-functional to start with.

Does not really make sense, since I'm supposed to be taking over an existing and at least self-sufficient zone.

You get rainfall from the entire zone, those green areas included.

Could it be you have a very low income? So little that between running the dome and low collection, there simply is no SHQ side income yet?
Please check the Zone Inventory via the last bottom tab.

That all being said, this could still be a edge case vic has not yet fully covered (some water income, but not enough water income).

All the starting area and much of the surrounding terrain has zero or almost zero rainfall (including everything uncovered here in the first turn of the game).

Now - sure, I can expand into the greener forest are to SW to try to get rainwater, I can build an ice mine, I can buy water on the market. Many things to do - but this doesn't change the fact that the initial setup is completely unsustainable.

I do not argue this is sustainable. You absolutely should have a water mine.

I am just pointing out that you may have more then "0" income. With that many hexes, there is even a chance passive collection is getting you 200 water or more - just not so much more that the SHQ received any excess yet.
Also, hopefully helping Vic nail down where the bug is. "Some, but not enough water" sounds like a easy to miss edge case.

Not even remotely in the ballpark... The area uncovered in the first turn, shown in that first screenshot generated a total of zero water. Even many turns later, after incorporating the greener areas to the SW, the total collected rainwater is a measly 44 (whereas 200 is needed just to operate agri-dome I at full capacity).

The condition was set a bit to hard. Free ice mine on avg rain < 20mm

I am upping this for the next patch

Is that a global or local average?
Because in the case above, it's a Medusa planet with quite a lot of rain on average across the planet - but several rather dry areas as well.

It should not be dependant on the terrain you hold either. As you can loose terrain.

Ideally you just always get a mine, unless you got >=400 water from Rain average.
Fixing a excessive mine is easy - mothballing or closing.
Fixing a water dificit with the turn 1 Economy? At best a giant setback, at worst a game breaker.
