[1.04b3] Cannot execute"Board Member" strat on Director of Supreme Command Council

Another of those cases where "Leader cannot execute Stratage on Self".
I'd think the Secretary should be used as fallback. This is one of the few directors which are ideally suited for this strat (which gives +10 cha initially, but leads to other corp feats that give +cha and +int).
