Private Enconmy QOL Building selection could use some work

I gota City with the following QOL Scores/Points:
Health: 27/148
Security: 35/148
Education: 32/150
Entertainment: 12/50

I can not yet build any Entertainment Assets.
I put a Barracks and Hospital there (had plenty of Education), specifically hoping that the Private economy would try to buff the lowest QOL Pointcount/score first - Entertainment.

Private Economy next target: Surveilance Station (Security). It seems sensible for them to go for the weakest score - thus increasing the total QOL Score - instead of focussing on an area that is already very solid.
