How about a picture next time? But I think that you are asking about Operation Points, of which there are 1000 per phase.

That's how much time has been used in refueling, for instance, with the max equal to 1000. Typically if you refuel a ship it uses 250 ops or 1/4 of the day doing that. Similarly an AO will expend 250 ops refueling one TF, so it might be able to refuel 4 TFs as long as it doesn't run out of fuel. Any time spent that way cannot be used for other operations like movement.

If I could have figured out the pictures, I would have posted one. For some reason, nothing I try captures them. ;P

ALT + PRT SCR captures the picture to memory - paste it into paint - cut/reduce or increase it as you need, save (as) where you want it, upload to thread.

That said, the replies here should answer your question.

Understand the concept but not the application. So when a stat screen displayed 1000 OPS point for a ship, that is the number of OPS points USED before the next turn? Therefore a ship showing 1000 OPS will only move one hex the next turn? Thanks to the original poster, since I was about to ask his same question!

Yes, that would be true. It would have used them to refuel, rearm, etc.

That is 1000 points per 12 hour phase. If it used those 1000 points in the morning phase, it could still do other things in the afternoon.
