[1.04b4]Raise Formation shows Militia Units in SHQ

I tried to use "raise formation" with "use SHQ Units" checked.
There is still 1 MG Militia Subunit in the SHQ.
Raise Formation showed the Militia on the SHQ side of the list, but with 0/100. It did not actually try to use or account for that non-regular model.

It would be better without showing it yeah. Adding a note to fix this later.
