Poland Late Surrender

Kicked off a new game as the Allies in 1.00.08U4.

Germany took until November 10th to defeat Poland. Seemed extreme - so wasn't sure if something has change in a bad way with the Axis initial AI.

No it has not. I'll run some tests. I always make minor improvements but this should be affected. Maybe.
