Rail II not available (solved)

I thought it was about time to increase the railroad station in my capital city. It presently has a Rail I asset that is public. However, Rail II is not available as an option. It isn't even listed as a currently unavailable asset. It is missing altogether.
Is there only one level of rail in the game or is something else going on here?

Update: I had begun construction already and had forgotten that I had done so. (Played the last turn last night. Forgot this morning.)
