Workers Happiness decreases because of "lack of remuneration"

So, this is with no beta patches.

I have already won the game by diplo-annexing all the minors. I have about 12 zones or so, this is my first game and I play on easy mode I guess. However, for a while now I had severe problems with worker happiness, first in only some of my cities, but now it's affecting all of them.

I get increasingly strong -happiness per turn because of "their lack of remuneration" according to the tooltip. One city generated -91 happiness last turn...

I pay the worker the maximum amount in EVERY Zone there is literally no way to pay them more. I know there is some theft/corruption mechanic, but I'm pretty sure thats not the problem, must governors have no corruption.

I have around 25k cash on hand, and according to treasury report, everyone is paid in full.

Also this has only happened "recently" as in it only started several dozen turns into the game. In fact I feel like the situation got worse when I started paying my workers more..

Sounds like a bug. Workers are only supposed to get mad if they're getting paid less than private sector employees.

Check your sales and income taxes. I'm betting you have over 100%. I had your problem @ 200% sales tax. Made tons of money though!

Lower your taxes to 50 - 75%, and the problem will slowly correct itself.

It's a bug that's now been resolved in the latest beta versions. But in your current game, you'll have to lower taxes and wait.
