Manpower upkeep

I always assumed that the upkeep cost in manpower was that of a step bought, but apparently not.

When a units step is lost in combat and then paid for in repairs, in PPs and manpower, how much manpower is paid to restore this step?

Can I change this in the editor?

Also: is there a difference between a step taken in combat (or shattering) and one lost in a surrender?

1 for 1 no diff.

Shattered units blow up and go to the queue in a very damaged format and need to be repaired

Surrendered means they give up. You do get some residual manpower back because some always escape. But it's a small chance of a tiny amount and only if it was from retreating into your own guys.

In the beta air units only use manpower when created.
Naval units use manpower of course. A 2000 man 2x CV + support ships has a lot of men on those ships. I could be wrong but I think more naval personnel died in the Pacific than land forces.

1 for 1 doesn't seem correct. I made a number of turns in the 1940 scenario, keeping track of losses. The manpower upkeep info on the ensuing turn, was much lower than equal to the loss, more like 1/7 in payment for each step lost.

EDIT: My mistake, the Replacement setting was too low for the massive nymber of casualties I had. The manpower, obviously, only spent the number equal to the paid cost in PPs.

WarPlan is a game of incomplete information. So when you see damage applied it doesn't always translate into direct manpower damage. Some is converted to more effectiveness damage.

Air units no longer take manpower damage in combat only when built they use manpower.
