[1.04b8]Democracy QOL 100%, not 50%

When I get the first Democracy QOL improvment, it seem to give to much QOL.
Here is the turn I get it. and the following turn. QOL should be 30 if its 50%. Not 40

Yea I've seen that myself, makes it super easy peasy to get 100 QOL as you only need like level 1 QOL buildings and you'll have 100

Is this specifically for 1.04b8, because that is not my experience with 1.04b7.
