Sec overseeing spying instead of SupCom?

Early game, don't have a Secret Service council yet, just put the order in for one. Have one measly spy to use, and noticed that now my useless, subordinate Secretary is directing spying. Almost assured of failure, but why isn't my Supreme Commander directing it, as before?

Is this normal, or a bug?

Loaded save before putting the call in for a Secret Service branch and sure enough, SupCom is directing spying. This is a bug, right? 1.04,no beta.

You had a switch between saves. That is odd.

Just to be clear, the save I was referring to was accessed later as a test, before the Secret Service council was enacted, to see if there was a problem then. There wasn't, SupCom was rolling then. After enactment was finalised, SecSrvc was rolling. But in the interim, after initiating SecSrvc but before filling the post, Secretary was rolling.
May be WAD, but seems strange to me.

No, it's work as intended. Secretary will temporary take the director job if leader died/revoked/retired. SupCom manage spies before Secret Service is created, after it it's a job of Secret Service. But as it's lacking leader now - secretary take this place.

Think about it like you're trying to prevent one man taking too many influence by leading several councils at once. Politics, you aren't immortal God-Emperor (yet). [:D]

Usually the order is:
- Leader of the specific Council
- Leader of Supreme Command Council
- Secretary. The whole job of him is to be the fallback to the fallback leader.

Unless you had a case where the SCC was not filled, I it does sound like a bug.

It's exactly this situation - he formed SCC but do not place a leader for it yet. It may be a bug, but as I remember it always worked in same way - secretary is a fallback leader for a formed council with no leader.
