[1.04b9] Zero logistical cost transfers between SHQs always possible

There is no check if transfer between SHQs is possible for 0 logistical cost items.

Even without a road connection or anything it is possible to transfer stuff like fuel, water, energy, industry, etc from one SHQ to another.

Since those things do not cost any logistics, I think the check should be if there were any initial logistical point connections available at the start of the turn (no matter if all of the available were used during the logistics phase).
