Dummy me, I can't find which leader or council member raises tax and sales tax

I think it only happens via stratagems and economic or interior council (?) I usually raise sales and income tax once one step per game and it has been enough thus far.

Yep Interior Council, but I didn't have one,and yes I Knew you could change taxes via Stratagems, but again heading down a different path. Thanks for the info.
