German surface fleet Attacks Russian sub

I think I posted about this once before. The German Surface fleet was able to attack the Russian sub in the Baltic. I assume this is a bug? Possibly it's due to the first turn of the Russian campaign?

This is not a bug. Your sub is adjacent to coastline hexes. You need to have the six hexes adjacent to it to be ocean waters.

I did notice one other oddity. When my sub moved back to port, it was attacked by an air unit as it moved into the port. The damage was to a cruiser that was in the port. It would seem that if you intercept a unit, you should attack and damage it, not other units in the port.
