CW can exceed foreign troop commitment limit in France.
At the start of the impulse are HQI Gort 5(2)3 in France with a CW Canadian TER.
CW can move 2 more units into France, ex MOT and a ART. Without reciving a foreign troop commitment limit error.
This is a bug, only one more CW units should be alowed into France (Since the CW Canadian TER. is already there).
My guess the CW Canadian TER did not count correctly in FTC check.

IF CW tries to move 3 units into France the foreign troop commitment limit error is shown correctly.
Rules:
You satisfy the foreign troop commitment limit
if there is at least one HQ from the unit’s home
country there (any Commonwealth HQ will do
for Commonwealth units) and the total number
of that country’s non-HQ units there is less than
or equal to the total printed reorganization values
of the HQs.
