Illegal starting position of air units?

It appears that in every scenario there are some air units that start in terrain that is not normally an airfield, and there is no airfield improvement built there. Am I the only one who noticed this?

Make a list of them please and the scenarios. It would help me a lot. Post them here.

To further expand on this, it appears that in some of these hexes (such as the forest at 166, 66), no air units can move there later; however in other hexes (such as the forest at 173, 66), air units can always move there later even though it's a forest without an airfield or resource, and the hex is only partially covered with trees. This confuses me, as it could mean some hexes are labeled "forest" in error when they should be "woods", or there's some sort of accommodation for hybrid terrain in certain hexes even though this doesn't appear anywhere in the manual (please also see hex 193, 10 which is labeled as "marsh" but which appears to be only partially be covered with marsh and has the air basing properties of plains).

Is the Terrain Attributes chart in the updated manual incomplete? Are there supposed to be exceptions?
