Treasury Cashflow Overwiew Start of Turn Credits in the Empire Dashboard

In the Overviews tab under Treasury cashflow overview I have a Total inflow of 65 credits of revenue and a Total outflow of 47 credits of expenses. So a difference of +18.

In the Empire Dashboard it shows that the difference compared to my previous end of turn is +5.

Where do the -13 credits come from? What am I missing here?

My guess is corruption. Check your leaders for that maybe? Should be in their history log.
