[1.04b11] Do not assign advisor automatically in turn one

Start of a new game--regular difficulty. Turn 1. Advisor is already assigned.

Recommend the advisor is not automatically assigned at the start of the game. The leader should remain in the reserve pool.

The advisor is not a critical role. It may be better to assign the leader to another position this early in the game. However, now, to reassign the advisor creates a chain of remove-assign events that may be difficult or unwise for new players or so early in the game.

For reference, Game Build v 1.04-beta1; Scenario Build v1.04-beta1; Last Game Build used 104-beta1; Scenario Version Number #41.

I am running a Win 10 Pro 64bit, Intel i7-1065G7, 16GB RAM. It is a Surface Pro 7, connected to 2560x1600 display monitor via USB-C. That's Intel Iris Plus integrated graphics.

As an aside, as an experienced player (bias), I don't want any leaders automatically assigned at the beginning of the game.

As an aside, as an experienced player (bias), I don't want any leaders automatically assigned at the beginning of the game.

I like the idea of being able to assign your starting pool of leaders where you think they best fit. Perhaps a flag in the starting process to "Assign starting leaders manually" in the same section as how many councils to start with.

For the new players it would be worse if they had to assign a Leader on turn 1. They already got to decide their 1st council, that is plenty of challenge!

The intention is to simulate a regime that you just took over. I mean, that is literally the 1st VidScreen you see.
With all the Political Debt that includes.
It would not hurt if Vic added a toggle for that role/all roles. But I would prefer a proper rework of how leaders are assigned, to allow us to include already employed leaders. Among other things:
