Can unexplored territory reappear/respawn ?

There's a peninsula I explored to the end and cleared of hostiles before moving out my forces elsewhere. A few turns later I noticed that some unexplored (Non-Aligned Forces) territory had reappeared/respawned toward the end of the peninsula.

It happened twice in this game on 2 different peninsulas, but never happened elsewhere.

How do I know where I'm at risk of it happening and how do I prevent it ?

Or is it a bug ?

I honestly do not know. This isn't something I've observed in any of my games, and one had a few remote peninsulas that I had trouble exploring to the end, given the logistics. They were long stretches of land.

Are you sure they're not rebels? I mean, probably not, but I figured I should ask the question just in case.

It wouldn't surprise me if lifeforms respawned, it seems like an obvious mechanic. Respawning in controlled territory seems like something unintended though. Might want to hold on to that save just in case.

I have not seen non-aligned forces spawn. As mentioned by Tssha, I have seen rebels spawn in a zone.

Can you provide a screenshot of the map?
