[1.04] SHQ ignoring logistical points limits set in the unit admin panel

I set zone -> SHQ & SHQ -> zone to 0% allocation in the unit admin panel of the SHQ.
Still, the SHQ is using all the LPs in the hex on supply and picking up items from zones, with nothing left over for reinforcements, as you can see in the attached. This must be a bug, as zone -> SHQ is clearly using LPs it's not allowed to use.

Also, why are we not allowed to prioritize? Sure the logical priority for almost any situation is:
Supplies
Reinforcements
SHQ -> zones
Zones -> SHQ

There must be another reason Replacements are not being send as the last line clearly shows 0/2296 .. meaning 0 LP used, 2296 LP available.

Note that the % allocation for SHQ LP usage is applied to its Hex. Not to all Hexes.

The Zone > SHQ can use remaining % from the tasks already completed and where it did not reach the limit.

I am agreeing that I could improve things here.

I am notably thinking of allowing to set some % settings on a Zone to Zone basis as well.

If you do, please consider that direction matters with respect to zone-to-zone transportation. Imagine a situation where the farthest zones have intermediaries between their city and the SHQ.

A single percentage for zone-to-zone doesn't cover all the important cases.

Thanks for your answer.

Regarding another reason for not getting reinforcements, the SHQ hex is the only black hex in bottleneck view between it and my units needing reinforcements - the rest are light blue coloured. Reinforcements are available at the SHQ, and my units have green supply status.
What else could be preventing reinforcements?

Unit supply is probably consuming all the LIS on that route, leaving nothing for reinforcements

the rest are light blue coloured

As I wrote, the rest of the hexes to my units are light blue coloured, meaning there is plenty of leftover LPs.

What is probably happening:
You're SHQ (or rather the city the SHQ is sitting in) is also receiving LPs from another truck station sitting somewhere outside. The LP (prior to beta 10 or so) from that other truck station go THROUGH the hex the SHQ is sitting in and go out the other side. This means, that there are more LP available directly outside the city than in the city itself.

Take a look at this screenshot:

The city is generating roughly 4000 LP, splitting them evenly - 2000 north, 2000 east.
In addition, from another truck station there are roughly 1000 LP each coming from the north and the east - passing through the city and continuing on.
So, in the city hex I have: 4000+1000+100 = 6000 available.
The hex to the north has: 2000 + 1000 (from the north) +1000 (from the east, through the city) = 4000 available.
The hex to the east has the same: 2000 + 1000 (from the east) + 1000 (from the north, through the city) = 4000 available.

What this means is that if the city uses all 6000 LP, there will still be 2000 LP left over. So the hexes right outside the city can't ever be black.

If the hex your SHQ is sitting in is black, then it used up all available LP.

Yes, that is the only black hex. Which means that the only thing preventing my units from getting reinforcements, should be the bottleneck of the SHQ hex. And if I allocate enough to reinforcements in the SHQ unit admin panel, then that shouldn't be an issue.
So something isn't WAD.

* Quality Levels settings for Models and the Units must match (Model Management Tab + Unit Admin)

* If Units are Militia, reinforcements must be Militia too (and for Regular, Regular)

* Replacement % should be set to 100 (unit admin)
