I am wondering why I have quite a few units starting with 0 AV, can anyone shed some light on this.
they have plenty of squads etc. ,mainly seems to affect Chinese and PI units.
I have altered the hard and soft factors of components a small bit but other units are not affected. Is there something else I have overlooked?
Not much below the value in the official scenarios. You really should not be reducing those Chinese (and Dutch/Filipino) values at all.

Ok and thanks - the reason was wanted to have a less firepower type game in the earlier part of the war but then ramp up the technology faster as it proceeds. Ok so I need to look at these values again.
Had a look around scn 2 and the previous mod mine uses as a base.
It seems like 11 maybe about the cut off point as non combat units are usually around 8 I see. In stock scn 2 Chinese are 12 and Chinese allied to Japan 11 but allied values are much higher but with an average of early war around 15. I was after slightly lower 41/42 values so reduced everyone about 10% Seems like it was a point or so too much. Will just have to re do it. Thanks again.
I am no expert on the editor as can be seen. But I am trying to do a hypothetical mod and that is why I'm posting here to learn about it. But as regards this problem you can see above I have been told that if the soft value is too low... No one can tell me exactly how low but I suspect it's 10 or maybe 11 squads do not get to contribute to an AV. On reviewing it again I saw that most support squads have a soft fire value of say 8.
You can see in the picture I posted above that the Chinese units in question do not have an AV because according to answers above their infantry units are firing at 10 and their support units are at 8 = no AV. A few units have a tiny AV I noticed when I reviewed it, this is probably because they have things like heavy machine gun squads et cetera. In my mod which starts with a slightly less modern army in general than Dec 41 (a few older ships still in service, more than a few obsolete planes still in service), I wanted to reduce the soft values a bit across the board actually. Then let them go up to normal levels after 42.
Clearly I failed in doing this, ironically of course Allied units that were reduced from say 17 to 16 of 15 probably just get a slightly reduced AV, that's why I posted because I was not sure why 0 AV happened when units still have fire value.
Note I have not yet been able to test this because my co-designer has the files for modification at the moment.
