[1.04 official] AI freezes executing Front II

Every few turns, when I end the turn and the AI does it's stuff, one of the AIs will make a number of actions, but then stall out when "Executing Front II 5201" (or some other number). My CPU usage remains high, but no changes occur.

Un/Fortunately, when I reload from the last autosave, the turn is processed normally, with no freezes. Good for me, but bad for reproducing the bug.

The situation always seems to happen with the same AI. I am attempting (and failing) to encircle their Capital, and it seems that the freeze happens when it's trying to shuffle units in/out of the Capital through the last open road. The AI is also being sandwiched by another major faction, so I don't know if anything else might be going on that I can't see.
