At the End of Turn ships, other than those in the 0 box, have to rebase. I know aircraft do not have to rebase. On the second turn they out at sea do they then have to rebase? Playing Barbarossa move Naval Air into the Baltic. First turn they stay out, but the second turn the game makes me rebase them by not letting me end the phase.

Again Playing Barbarossa. German Impulse #1. Choose land action. Move some units around. Rain/Storms everywhere. In the Land Combat Declaration subphase. Look at one possible attack, but odds not good enough so I click undo all. Now I cannot end the subphase (button grayed out.) The Main Form has:
