Anyone know how to get this option?

The manual says:
Introduce Class based voting commerce>=50, government<30

But I'm not sure that's it completely as I've been sitting on those conditions for many many turns without the decision being offered. I know the decision isn't guaranteed to fire as soon as conditions are met, but the other options to extend the vote to various classes fired very quickly, within a couple turns. For example:
Give Pop vote demo>=50 , merito<30 & auto<30
