FIC partisan

A partisan arrived in Hanoi in French Indochina in early 1940. When FIC turned Vichy the partisan went communist.
Now there are 2 Vichy ships out of supply next to it but the partisan is not allowed to trample them.

Can someone help us understand why not?

Maybe the game is checking to see if the overrunning unit has a combat factor, although that is not a requirement. Appears to be a bug.
