I don't see anything in here about the Goeben being captured and this happens a lot. What is the difference in outcome? The Ottomans just don't get the ship?

aligned with the Central Powers and fully mobilized, and the
Ottoman Empire is aligned with the Central Powers but not fully
mobilized.
 Cost of accepting: Nothing.
 Yes: The Ottoman Empire will swing 20-30% towards the Central
Powers, and the Yavuz Sultan Selim Cruiser will deploy at
Constantinople in Ottoman service as soon as the Ottoman
Empire joins the Central Powers.
 No: The Goeben will deploy at Pola in the Adriatic in German
service.

Ah I see now I am confusing the Sultan Ottoman decision with the Goeben decision. Thought they were the same ships!
