I just got a faction mission to go to war with Non-Aligned Forces. ...I thought you were always at war with them.
Is this intended?

I was at war with every neighbor except for one Minor who borders me from a non-contiguous piece of territory. No idea if that's relevant.
I have the save file where this offer came up, would that be useful? I can also hunt down the autosave from the turn before, but I think these events are triggered randomly so I don't know how much help that would be.

Some additional info:
Non-Aligned Forces have been invading the Major Regime (Bruderstein) to my south, and seem (from my limited intel) to have actually captured the city of Pemir. There are zone borders there which suggest the presence of a Minor Regime, and indeed later turns would show that territory south of Pemir (and Pemir itself) are under control of a Minor Raider Regime (Vannes Republic). The tile info on hexes south-west of Pemir shows them being controlled by either Bruderstein or Non-Aligned forces, but showing the icon of the Vannes Republic.
Maybe the problem was that the Target of the quest could have been a Minor Regime with which I had no contact yet, being mis-categorized as Non-Aligned due to limited intel?
