In my current PBEM game, GE DOWed Lith and Latvia, but not Estonia, in May 1940. Next turn, I (Allies) was expecting to be offered the opportunity to annex Estonia, but the decision event did not trigger. WAD?

The Decision fires if Latvia and Estonia are still neutral, on the assumption that Lithuania may already be in Axis hands.

This does mean that Estonia remains neutral, and we don't have an easy workaround to that, but on the other hand the USSR's mobilization level will have been increased significantly and Estonia remains as a neutral buffer state, at least for now.

Thanks Bill. If I'm the USSR I would probably want to be able to annex Estonia rather than have it serve as a buffer, but if there's no easy workaround then so be it, not that big a deal.
