SU just conquered Persia but JP had landed a few troops in Persia (Persia aligned to Japan).
During conquest phase all the JP units in Persia were forced to relocate.
However the hexes remained controlled by Japan. There was a ZOC around Bandar Shapur from a corp, and a single DIV in Bushehr that were both forced to relocate (to Ethiopia or somewhere odd so we edited the file to put them in Canton).
Should the hexes pictured that seem controlled by Japan actually revert to Soviet control? I think this is the relevant rule and we've hit a bug but want confirmation of that.
