USSR Baltic Front didn't spawn

GE DOWed USSR late August 1940. DOWed and conquered Estonia same turn. Had previously conquered Lithuania and Latvia. Per the strategy guide, if the USSR doesn't annex the Baltic states, the Baltic Front units are supposed to spawn around Pskov. They didn't. WAD?

That would be correct, but only if the USSR said no to annexing the Baltic States. In this instance, because the USSR hasn't been presented with that Decision then the units will not arrive.

I have thought of a solution, and it actually uses a feature that we didn't have when this game was first released, so I must apologize for the difficult position this will put you in, but on a more positive note you have given me a light bulb moment so I can fix this in the next patch.

I wonder if this is one of the reasons why the very early attack on the USSR has been so successful, and therefore fixing this may also help with that in terms of game balance.

I think it likely is, and fixing it will help with game balance. Not sure it will be enough, but it would definitely help.

We did add some extra things in the last patch so hopefully together with this it will make things a lot better.
