1943 Scenario no german Units in Italy and Sicily?

Hello!

I was looking at the Citadel 1943 Scenario. German troops before Kursk and Allied ships before Sicily but not a single german unit in Italy nor Sicily in July.

I know its a funny game from funny people but this is beyond my imagination.

The only German units stationed in Sicily at the time of the Allied invasion were the Hermann Goering division and parts of the 15th Panzergrenadier Division. Both attached to the Italian XVI Corps and probably considered part of the XVI Corps for the purpose of this scenario. This game doesn't portray division sized units. I believe the Fall Weiss mod has division sized units, but probably not for this scenario.
