Fuel from cities

Hey fellas, absolute noob here.

I am trying to set my HQ's to collect the fuel/supplies from Minsk in my Road to Smolensk game, but i can't seem to get them to do it. I've searched around tutorials and guides with no clear answer. Any idea what I might be doing wrong?

You do nothing wrong, it's just that it doesn't work like that.

Captured depots don't supply your units until they are linked to the repaired rail network. Meanhwhile, supplies are sent back to your linked depots by truck.

What your HQs get comes from linked depots through the nearest repaired rail hex from your corps HQs. You can see in the HQ and units supply window from what depot the supply comes from and how far supplies had to travel from the railhead to your HQ or unit, as you probably already know.

In the latest patch it was added that some captured towns and city depots outside the rail network can be supplied by truck from your depots and then supply units far from the railhead. But that is very limited in my experience.

Where can I find the best description/discussion on the supply system at work in the beta?

I'm trying to gauge the impact of Axis mech operating at 40+ MP from rail for extended times.

If the Axis are pressuring the Luga river in 1941, but their rail head is back near Riga, whence come their supplies?
From the rail head wherever it lies between Pskov and Riga, or Riga, or smaller towns along the rail toward Pskov?

There is no comprehensive description as yet. General rule remains that closer is better. You are penalized twice for distance: once for unit requisition from HQ (hex/MP and local modifiers) and once for HQs requisitioning from depots (global modifiers including axis rail modifier of the depot city) and hex/MP). There are ways to circumvent the latter, including using dumps.
