Finite Free Folk or Farmable Fellows?

Free-folk steadily join your cities and disappear from their rural settlements. But sometimes it seems that settlements can grow.

Is the population of Free-Folk Finite, or are there ways you can encourage this population growth in your zones for future recruitment?

To my understanding all the Free Folk settlements in all the regions even out. So when you attract a lot of Free Folk and the settlements run empty some Free Folk from other regions migrate to them. But I don´t know exactly.
