too many downloads?

I got a warning message from Slytherin today saying that I might lose access to my PBEM game because I had downloaded the game too many times. I normally check it before and after work several times before I even decide to make my moves. Is this approach not allowed? Should I only click on the multiplayer game one time when I am ready to play through it? Why not just have a mechanism that does not allow in-game saves so that people cannot constantly repeat a turn for better result?

It is allowed, but you must also make a save before you leave - even if you have not changed anything.

The warning only comes about if the number of saves is much less than the downloads. This is to deter reloading.
