artillery plan attack

just to confirm whether or not the following is correct:

1)when performing a plan attack, the HQ attack is always treated as support s/2?, independently if you add the HQ attack after setting the plan attack. IT seems that many times the HQ appears as X in the plan support window but even that you can manually set up an attack with HQ. The same applies independently of range of HQ. So adjacent (range 1) HQ always do support (artillery) attack when involved in plan attack.

2)i wonder if HQ adjacent to enemy units, can also perform regular attack instead of artillery attack, when not involved in plan attacks.
