[Logged] Simple one, Move Borders layer up!

Could we move the Borders map layer up so it is just below Lat/Long, or even on top, so the other layers don't write over it? That would be VERY HELPFUL, especially for scenario design. If you zoom in with layers above it on the borders disappear.

Isn't this WAD? Borders and coastlines fading out as you zoom in is a feature described in the manual.

It is WAD. This is a feature request to change the desired behavior or at least make it configurable.

Perhaps it is Working as Designed, doesn't mean the design can't be better, especially if it's just adjusting the layer order. Perhaps its in the wrong place?
