Militia doesn't seem to be sending equipment, such as artillery as replacements.

I have been experiencing another issue to, I have sent incomplete units back to SHQ and some units doesn't seem to receive them as reinforcement and they doesn't make new units from the SHQ pool either.
Amateurs talk about strategy. Professionals talk about logistics!
