pilots are disapearing from production pool

On the attached save game (S/O 42, v3.2.0), if I produce pilots with one country, they do appear on the production pool as expected (arriving in J/F 43). Yet, when moving to the next country (e.g., from Germany to Italy), they do not appear anymore. No trouble in the previous turns.

Any idea of what's going on?

The program takes in all the information on what the major powers build during production, but doesn't actually place the units into production until all the major powers have completed their production decisions.

One of the effects of this is that during the Production phase you may see some units listed as arriving as reinforcements. But then once the phase is completed by everyone, different units are shown. The purpose here is to prevent players from building units, checking to see if they got the 'good' ones, and if not, then Undoing the build and trying again.

Temporary units (pilots, forts, synthetic oil plants, factories, etc.) are all created as the very last step in the code. Those units don't actually appear on the map as units. Convoys also fall into the category of 'temporary' units since the program creates them on the fly.

Another oddity about pilots arriving as reinforcements,

The program first places arriving air units (and adds pilots) to the Reserve Pool. Then it starts the arrival of reinforcements for each major power with the Assign Pilots to Air Units form. If you look at the reinforcements for the turn during that subphase, you will not see any pilots arriving for the current major power - because they have already been added to count of reserve pilots.
